Born in 1948 at Winterthur(CH), he studies architecture at the ETH, Zurich(CH). Shortly afterwards he moves to Paris, attending the school of „Jacques Lecoq“. His education as an actor is finished in 1978 with a diploma of the „Scuola Teatro Dimitri“(Tessin,CH).
As an actor he works with the „Compagnia Teatro Dimitri“. Soon he founds together with Cornelia Montani his own company: „Tandem Tinta Blu“. Some productions were: „Der Narrenlehrling“ (dir: Dimitri), „Schade ums Kamel“ (dir: Jean Martin Roy), „Tortuga“ (dir: Paul Steinmann), „Scapin“ (dir: Charlotte Huldi), „Lampenfieber“ (Hannes Leo Meier), „Cod bai friends“ (Hannes Leo Meier), „Theos Kaffeebar“ (dir: Daniel Wahl), „Liebeslieder usw“ (Paul Steinmann).
In 2003 the ensemble breaks up and Joe Fenner directs „Storie dall`altopiano“ (Group: Pumliks). A year later he works as an assistant and teacher for improvisation at the „Scuola Teatro Dimitri“. Until today he is active as a director for several theatre formations all over Switzerland.
